Meeting minutes 1) Apologies No apologies 2) Adoption of Previous Minutes Minutes adopted without amendment. 3) Sustainable Housing Following a further meeting with Sally Smallwood at EHDC it was agreed that the survey conducted in the autumn showed a definite need for 4-6 sustainable housing units in the parish. Unfortunately however, EHDC has no record of any applications having been made by parishioners in this regard, probably due to ignorance of the process. It was therefore agreed that this should be rectified in the next PC magazine.Action C Cantes/R Gale to put article in the April PC magazine. There then followed a discussion on whether the village needs a Parish plan, in order that EHDC has something to refer to when assessing planning applications. After debate, it was agreed that the PC would carry on with current practise (responding to planning applications in an adhoc way), but that a survey would be done of what other councils of a similar size did regarding this process, to see what improvements could be made.Action E James by next meeting. 4) Pallets Unlimited. It was expected that the decision on the Appeal by Pallets Unlimited would be made by the end of April. It was agreed that C Cantes would invite Brian Owen, Environment Officer at County hall, to come to the May PC meeting to explain the process, the decision and to answer questions. Action C Cantes/R Gale to publicise meeting in April PC magazine. 5) Village Hall Car Park C Cantes presented the wording for the proposed sign to be erected in the Car Park. It was agreed to add a “use disclaimer” to the text, but otherwise the sign was adopted by the PC.Action C Cantes to laminate the sign and erect in the Car Park before the next meeting. 6) Highways Questions were asked regarding the policy that EHDC has with regard to gritting the roads in the area, especially as EHDC and Essex DC appeared to use different road selection criteria. Action R Gale to contact EHDC and clarify, before May meeting. 7) Footpaths C Hadley reported the following: There is a new bridge on Footpath 11. Structural work and way marking is now complete on Footpath 21 Extensive work has been done on Footpath 6 (by the school) as a result of pressure on EHDC by the Ramblers Assoc. However, this was not supported by the PC who had concerns about the routing of the path so close to a primary school. Note to be placed in the next PC magazine . Action R Gale· Footpath 18 has now been fully cleared of vegetation and is now open. 8) Parish Map C Hadley proposed the following process: 1. He would place an advertisement in St Mary,s Review to identify the 10 or so most interesting features in the village. 2. They would then plan a route based on all these sites. 3. Using local artwork, the route would be put on a sign to be erected at a site to be decided. 4. Full cost would be about 1,485 GBP, of which 1,000GBP would come as a grant. The PC would pick up the remaining cost. After debate the PC agreed that the process could be started, but that the subject and cost should be reviewed again by the PC before the map was submitted to manufacturers and funds committed. Action C Hadley 9) Finance. The audits for 2003 and 2004 have now been completed. C Cantes asked that 2 bottles of wine be given to Graham Connor for his help and hardwork C Cantes and c Haggar had drawn up a list of the items owned by the PC that needed some maintenance in 2006. Action C Cantes and R Gale to agree action plan to address before next mtg. 10) Stansted. It was noted that the Government had not allowed BAA to relax the rules concerning night flights in and out of Stansted Airport. 11) AOB It was agreed to ask the advice of the Highways dept concerning the erection of 20 mph signs in the centre of the village,outside the school. Action C Cantes. The PC agreed to strongly support S Walsh in her attempt to win the” Village of the Year” award again this yr. Action C Cantes to convey to S Walsh and identify what help would be needed. It was agreed in principle to reinstate the cup award for the best kept garden in the village. Next meeting to decide actions required. The money that had been previously earmarked to fund the restoration of the village sign (100 GBP) will now be put towards the parish map. The need for a replacement wastebin in the Wash will continue to be monitored .Action R Gale C Cantes to bring to the attention of the Village hall Committee the uneven entrance to the village hall. 12 Next Meeting May 18 at 8 pm. Meeting to be preceded by the Annual assembly. Action R Gale to contact all village associations for their inputs by end of April.
