Minutes of Meeting

At 8pm Furneux Pelham Village Hall

Present

Messer's Cantes, Hagger, Pigg, Hadley, James and Watson, five members of the public and Parish Clerk.

Minutes of Last Meeting

The Chairman, after discussing with Mr James that there was one error which stated that Gemma was to contact CPRE concerning Stop Stansted Express, when it should have said Stop Stansted Expansion.  Once this was amended Mr Chairman signed and dated to everyone's approval.

Matters Arising from Last Meeting

Village Hall Car Park Drains - Mr Cantes and Mr Hagger both had a look at the drains and found that when they took off the manhole cover it was blocked with road grit.  Clerk to ‘phone Highways to see if it is there responsibility to remove the grit or whether it is ours.  Also there was a tree root found to be blocking part of the drains,  Mr Cantes sought a quote to have the work done and have the tree root removed from  and if Highways are not responsible for the blockage then we can go ahead with the quote of £200.00 to have the area dug up and the blockage removed. 

Audit - Lubbock Fine have no recollection of the paperwork being sent to them so they have re-issued their paperwork to be filled in again with the accounts and sent back to them.

Stop Stansted Expansion - Gemma rang CPRE re the position of the Parish Council and someone was to ring back.

Correspondence

Footpath 6 - The Parish Council feel that the appropriate signage would be the smallest available for the footpath.

Mrs Woodcock - The Parish Council wrote on behalf of Mrs Woodcock concerning the transport for her son for school, and Mrs Woodcock has been awarded remuneration for her son and will have free transport for the next two years.

Village Hall Car Park - There has been no payment of any kind.  One member of the public has made a positive comment that they will get around to paying.  Several members of the public have made comments that they weren't happy about the payment.  It was decided that if people weren't prepared to pay a voluntary payment then payment will either be made obligatory.  If they weren't willing to pay then the car park would be closed.  Mr Cantes and Mr Hadley were going to draw up a new letter to give to everyone.  Mr James proposed and Mr Hadley seconded and a unanimous vote to pay or close the car park.

Pallets Unlimited

When the court case came together it was set for November but Mr Barouch decided that half a day was insufficient so a full day was needed.  The date has now been set for February.  There is a court case on the 5^th November concerning the height of the pallets.  Mr Cantes will phone them to find out the outcome, if Mr Barouch doesn't lower the height then an injunction could be forced upon him whereas he either shuts down until the matter is closed or somebody will come and remove them.  The members of the public who have been given monitoring sheets have until the 8^th December to get them back to the council.  With regards to the Certificate of Lawfulness there is a huge grey area as to whether he is a waste transfer site or whether the waste that is there is his own.

Also money has to kept aside for the bill we should receive for the election.

Personally thank Marie Martin for emptying the old bin on a regular basis.

Sarah Wright

Sarah put forward a very good case for a playground area in the village.  Sarah also asked if the parish council would be able to put forward a sub-committee, to discuss the feasibility of the project, Ted James and Chris Hadley were put forward to be on the committee.

Any Other Business

Mr Pigg asked if a notice could be put up for dogs to be kept on a lead when walking on the footpath through his farm as there is livestock present.  This information should be inserted into the January Parish Magazine.

There is a new police non-emergency number 0845 3300222.

Mr Cantes also stated that he had one person to speak to about the Parish Clerk job.
